Your computer already has a bunch of fonts on it that are stored in the windows\fonts directory - on most machines this will be at c:\\windows\fonts. When you download more fonts you will want to place them in this directory.

Every font artist has the right to create free or commercial fonts with any licensing terms they may like. Use the link above to find a lot of royalty free true type fonts or you can buy ttf packs online from a wide variety of merchants. All of the commercial fonts that I have ever seen online are royalty free once purchased but you should look carefully at the copyright language before using fonts found online in your games.
