To make a new city map you can replace the file called city_map.tga with another 800x600 32-bit TGA image with the same name.
Alternately you can open city_map.tga and use it as a starting point to begin your own editting. The house files are edited
in the same way, for example if you open the file esm_1.tga you can edit one of the East Side Metro houses.
